Starting from the 19th century, France has started to exert a relevant political role in Italy. In effect, the French dominion provoked the unification of Italy, the prevalence of secularism of the State, and the existence of a unique model of public administration, born in France and exported in Italy. Still today, the resemblances between French and Italian public administrations are notable, so that I can say that the main functional principles are the same, including the reforms of the 90’s for a managerial State. Nevertheless, the rivalry between the two economic systems is evident. More precisely, Italy is the worst commercial enemy of France, even if the political relationships between the two countries are almost excellent, except for minor, irrelevant episodes, especially in the matter of migrations. On a general level, it seems to me that France has often obtained a weakening of Italian economy, by the means of an intelligent, nationalist foreign policy, and, particularly, through the common participation to the European Union. Well, I have felt the need to write a page, for a clear explanation of the strange relationships between France and Italy, not distorted by political correctness.
The element that unifies French and Italian constitutions is the who concretely exerts the sovereignty, that is professional bureaucracy. There’s an implicit dogma, the moral superiority of public powers over common citizens and entrepreneurs. The history of modern France is based on a bourgeois revolution, in damage of nobility and ecclesiastics. Understandingly a social mediation is required, and assigned to professional bureaucracy, with the help and the control of a demi-presidential republic, organized in three territorial levels. It’s an elitist system, without any procedure of direct democracy, without any check and balance of powers, and without any form of lobbyism. Well, the Italian constitution is more or less the same, except for the absence of presidentialism, that is substituted with the omnipotence of political parties. The amount of elitism is exactly the same of France, but in France the rulers are elective and professional bureaucrats, while in Italy the rulers are the leaders of political parties and professional bureaucrats. The so-called Mitterrand doctrine, that consists of protecting Italian leftist terrorists from extradition in Italy, corresponds to a coincidence of interests between French governments and Italian political center-left, that’s also the main reason of the, logically absurd, excellence of the political relationships between the two countries. More clearly, France and Italy have become founding members of the European Union, because French governments and Italian political center-left have a common purpose, which is the damage of the Italian economy, in favor of public elites. Is the described French model successful or not? I think that’s evidently unsuccessful, because common citizens and entrepreneurs are feeling more and more extraneous to the State administration, with a consequent, notable political instability of governments. Despite of the described failure, the same model continues to be fundamental in Italy. Naturally, as a reaction to those unwanted situations, the both of France and Italy are seeing a big growth of political right, and of populism.
In conclusion, the peoples of France and Italy are feeling a strong need for more freedom, especially in the field of economy, despite of two constitutional systems opposite to that, indirectly but fiercely. Of course, the mash-up of the page is an unofficial remix of the Italian house music hit titled Antico – we need freedom (1991), due to the reinforcement offered by the French house music hit titled the Rockets – wake up (1992).
